In terms of organizational leadership, Jinan established a sound leading group and a “1 + 7+11” docking mechanism. The two sides held several high – level meetings, signed cooperation agreements, and formulated relevant opinions and plans, which provided strong institutional and policy support for poverty alleviation work.
In terms of talent support, there were two – way exchanges of party and government cadres. Professional personnel exchanges in education, health, agriculture and other fields were also carried out. For example, in education, 50 rural principals in western ethnic poverty – stricken areas participated in training; in health, Jinan sent medical experts to Xiangxi and helped train 375 medical personnel.
In terms of financial support, Jinan arranged over 80 million yuan of funds to support the construction of schools, hospitals and other livelihood projects in Xiangxi. And relevant management measures were issued to ensure the standardized use of funds.
Industrial cooperation covered multiple fields. In agricultural industrialization, they jointly promoted the “4331 Project”, held agricultural product promotion activities, and opened up sales channels for Xiangxi’s agricultural products. In new industrialization, many cooperation projects were launched, such as the construction of a large – scale data center. In cultural tourism, Jinan organized more than 40,000 people to travel to Xiangxi, and Xiangxi actively participated in tourism fairs in Jinan. In business, Jinan provided platforms for Xiangxi’s specialty products sales.
In labor cooperation, the “3223 + N” cooperation framework was established. Jinan provided jobs, organized training, and established poverty alleviation workshops. For example, seven poverty alleviation workshops were established in Xiangxi from 2017 – 2019.
Thanks to these efforts, in 2017, Xiangxi State reduced 150,000 rural impoverished people, 229 poverty – stricken villages, and the poverty rate dropped to 10.52%. The per capita disposable income of rural residents reached 8,300 yuan. This cooperation has achieved remarkable results in poverty alleviation.
